Riders opening the Uber app in Dubai today might request a normal UberX and end up in a car with nobody behind the wheel. Baidu's Apollo Go vehicles are now live on the platform there, fully driverless, no safety operator, matched automatically to regular ride requests or booked directly through a new "Autonomous" option in the app. Uber is calling it the launch of the first multi-partner autonomous network in the world, which sounds like the kind of phrase a press release reaches for — except in this case it's actually the accurate description of what's different here.

Dubai isn't Uber's first driverless robotaxi city, and it's worth being clear about that up front. WeRide, a different Chinese autonomous vehicle company, already launched fully driverless rides on Uber in Abu Dhabi back in November, and later in Dubai itself. What's actually new today is narrower and, honestly, more interesting: this is Baidu's first live deployment through Uber specifically, under a partnership the two companies signed back in July 2025, and Dubai becomes the first city where Apollo Go runs simultaneously through its own standalone app and as a fleet plugged into somebody else's platform. The vehicles themselves are Apollo Go's sixth-generation RT6 — purpose-built, fully electric, seats three, carries more than 30 sensors — with a local outfit called New Horizon Luxury Transport running the fleet on the ground. For now the service only covers parts of Umm Suqeim and Jumeirah, with wider coverage promised later.

Step back from Dubai specifically and the pattern gets clearer. Uber has now bet more than $10 billion on autonomous vehicle partnerships rather than building its own self-driving stack, and it's running that bet across a genuinely wide spread of unrelated tech providers at once — Waymo in parts of the US, WeRide across the Middle East, Avride in Dallas, and now Baidu layered in too. That's a real strategic choice, not just hedging: instead of picking one autonomy provider and scaling it everywhere, Uber is positioning itself as the marketplace every AV company eventually wants distribution through, regardless of who wins the underlying technology race. It also creates a strange situation on the other side. Baidu's Apollo Go is simultaneously supplying autonomy tech to Uber and to Lyft, its direct rival, in different markets — which says something about how commoditized the actual driving software may be becoming, even as the branding around each robotaxi launch makes it sound like a singular breakthrough.

Dubai's own transport authority has a public target of making a quarter of all trips in the city autonomous by 2030, and partnerships like this one are clearly meant to be the mechanism for hitting that. Whether Uber's aggregator strategy is the right long-term bet is still genuinely unresolved — it means Uber never fully controls the experience or the economics of its own core product, since that now depends on deals with companies like Baidu, WeRide, and Waymo staying favorable. But for a rider in Jumeirah opening the app tonight, that's someone else's problem. Today, it's just a car with an empty driver's seat.
